What would happen if I put an inch or so of sand on top of an overgrown clay backyard, then covered all of that with three or four inches of topsoil?

I have a yard that’s all clay except for about an inch of topsoil the builder put in, so drainage sucks. I dug some trenches and everything is draining well now, but there’s all kinds of plants and shit growing back there (I keep it cut so it’s not all crazy, just not nice looking). So I was planning on just covering everything with 3 or 4 inches of topsoil, but I was wondering if putting some sand down first would help weigh down the old stuff and also with drainage. The topsoil I would use has sand already mixed in, I think it’s around 80/20 sand to topsoil. There’s a 50/50 mix too I think. I’m going to put in grass eventually but I’m gonna build some other crap too, so keeping everything as dry as possible is the idea, at least in some key areas.

Anyone have experience specifically with this kind of thing? This is in the PNW. Thanks.
