My front yard is dead and dingy. It needs a complete overhaul, but I don't know how to go about it. Any ideas on where to start?

I live in SoCal without a sprinkler system, so after manual watering ended the lawn has slowly turned into a bad looking mess. I really don’t know how to entirely overhaul the landscaping. Does anybody have any recommended plans or software that can help a total redesign?
