Help! Need to fix a bunch of dirt

Removed a bunch of pea gravel from an overgrown play area. Now I’m left with this.

Just load topsoil on top and grade out? Also, best idea to fix these ruts? Topsoil fill in?

Any tips on finding the grade I should be using?
