Recommendations for a kid safe surface for my backyard?

I live in a row house with a small backyard and have a one year old. I want her to be able to go out and play a little bit in the backyard. The problem is that our neighbors rent and do not bother to maintain their backyard, creating a horrible weed problem in our backyard regardless of how much we weed.

I had to leave on a business trip for a couple of months and my wife sprained her ankle and couldn’t do the weeding. This is what I came back to. Now, I’ve got it under control now with regular weeding, but I want to put down a surface for my kid to play on. My neighbors don’t do anything to weed their backyard so leaving it as is will just cause the problem. I’ve looked at rubber mulch, but it has it’s problems. Mostly, I don’t like the idea of my kid playing around in shredded tires. The other issue with the backyard is that it slopes downward and has a bunch of stumps in the ground.

Right now, I’ve killed and pulled all the weeds and blanketed the yard with weed sheeting. I don’t want to invest too much money in this project because I’m likely to sell this house within the next five years, but would also like a safe surfacing option to put a sandbox on and a small playground for toddlers that is safe for my child.

What do you recommend?
